The compulsion of people from rural communities to move into the cities (which started during the Industrial revolution) still continues. The Welfare State provides a safety net befitting a civilised society in the developed world, but eventually the myth of "the land of plenty" was perpetuated and after a few decades complex societal problems are endemic. Endless all-consuming economic growth and technological progress fuels expanding conurbations and overcrowding demands and speeds exhaustion of resources. The eventual industrial decline is followed by the inevitable spread of urban decay and inner cities become unsustainable and much more dangerous places.
